Workforce Stability in the Regional Partnership Grants Program: Staff Transition and Succession Planning Strategies

This resource brief is designed to support Regional Partnership Grants (RPG) Program recipients and their cross-system partners—including child welfare agencies, substance use disorder (SUD) treatment providers, dependency and family treatment courts, health care providers, and early childhood and child development service organizations—as they work to strengthen workforce stability.

The brief helps program administrators, supervisors, and cross-system leaders navigate staff transitions, onboarding, and succession planning, and highlights actionable strategies and resources that build a resilient workforce capable of sustaining effective, family-centered service delivery. Its guidance is tailored to support children, parents, and family members who are affected by substance use and who are in—or at risk of entering—out-of-home placement, ensuring that systems can continue to provide coordinated, high-quality care even during periods of workforce change.

To locate general treatment services, visit the Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) Treatment Locator online or call 1-800-662-4357 (HELP). This service provides referrals to local treatment facilities, support groups, and community-based organizations. It is a free, confidential, 24-hour-a-day, 365-day-a year information service, in English and Spanish, for individuals and family members needing treatment for a mental and/or substance use disorder.

If you suspect a child has been harmed by abuse or neglect, please call 1-800-422-4453.
